Dunno if there exist other better driver solutions by now but here you can find XBOX controler drivers for Win2k:

http://www.redcl0ud.com/xbcd.html
http://www.redcl0ud.com/xbcd.html#download
http://matt-land.com/xbcd/

from the readme:
Xbox 360 Controller Support for XBCD
------------------------------------
Xbox 360 support for XBCD was developed by Matthew A. Nicholson. This is
currently a work in progress although it is operational. The XBCD setup
utility does not properly detect the controls, although windows does. You can
still properly set all options in the XBCD setup utility and have them detected
correctly in windows, they just will not show in the XBCD page of the utilty.

To install these patches, first install the XBCD package from
http://www.redcl0ud.com/files/XBCDv107.exe then run the Install.bat file in
this archive. This will install the modified drivers. Make sure you
downloaded the correct version for your operating system. I was unable to use
the winxp drivers in win2k, although I am not able to test any other
configurations.

These drivers are licensed under the GNU GPL v2 and thus come with now
warranty.
